Carney’s GST cut could push first-time buyer demand up without adding a single home, and reopening foreign investment in rentals would add even more buying power to a market that’s short on supply. If you’re serious about owning or investing in Vancouver real estate over the next 12 to 36 months, you need to understand what just dropped. Carney’s GST cut + chatter about reopening foreign investment could rewrite the game. Here’s your playbook.

✅ What is Carney's GST cut for first-time buyers?

  • In March 2025, Mark Carney announced he'd eliminate GST (5%) on new and substantially renovated homes up to $1 million for first‑time buyers (Daily Hive, BNN Bloomberg).
  • That’s up to $50,000 in savings, BNN Bloomberg reported.
  • At the same time, the condo marketer BIV calls B.C.’s “condo king” is pushing hard to allow foreign investors back in, but specifically for long‑term rentals, via CMHC‑backed financing (BIV).
  • The trick: those foreign buyers would have to rent out properties for 25 years, BIV reported.

In B.C. the local government is already pushing back. Premier Eby says: don’t reopen the floodgates of speculative foreign money (Mortgage Professional).

🚩 Why does the foreign rental pitch worry me?

That BIV article, from March 2025, reports on a pitch made to the incoming prime minister: foreign buyers put units into a 25-year rental pool, with a preferred rate from CMHC. I read it on camera, and a few things set off alarm bells.

Who’s getting the preferred rate? CMHC is a Crown corporation backed by Canadian taxpayers. I don’t have a problem with opening the market to foreign money, and I think closing it down was a mistake. I do have a problem with offering foreign entities a preferred rate while so many Canadians can’t get into the market. Why isn’t that same help going to people here first? It looks a little self-serving to me.

Where does the rent go? Commentators quoted in the same article raised this one. Rent paid to foreign owners leaves the country and doesn’t stay in our economy, and I share that concern when taxpayer money sits behind the loans.

What does a 25-year pool really mean? Likely a covenant on title saying the unit stays a rental for 25 years. The pitch doesn’t say whether owners can buy and sell inside that pool, or whether one owner has to hold it the whole time. Those details change who would buy it and what it’s worth later.

Keep in mind why the pitch exists. Canada’s foreign buyer ban started in 2023 and was extended to 2027, and pre-sale projects that relied on that money are in trouble. Developers are looking for any stimulus they can get. With the tariff fight on, I expect foreign investment to stay on pause until the trade war settles down, so don’t plan your purchase around this happening.

✂️ How will the GST cut affect Vancouver prices?

  • Demand is about to spike, first‑time buyers see a tax relief, get more leverage.
  • But supply is still broken. You cut tax, you don’t magically build homes. The price impact could wipe out your “savings.”
  • If foreign money comes back (even under “rental only” rules), that’s more buying power competing.
  • The cap’s $1 million, in Vancouver, that excludes many townhomes and single families. The ones you can buy get more heat.

The bigger issue sits further out. Construction has already peaked, permits aren’t keeping up and housing starts are dwindling. Tariffs push construction costs and manpower costs higher, and that gets passed down to buyers. If nothing changes, 2028 and beyond could bring very few new completions and real upward pressure on prices. It’s also a sensitive political moment. Any progress made before an election can go back to the drawing board if the government changes.

I expect the softest stretch of this market to be the next 3 to 9 months. After that, the market rebalances, and you’ll be chasing again.

🧠 Kyle’s Advantage Insights

  • I’m watching which neighbourhoods still have inventory priced ≤ $1M. That’s where the GST play matters.
  • I’m dialed into which developer projects are paused until these policy signals clear up, those could be primed for relaunch.
  • For investors, I’m modeling rental yield vs. inflation vs. debt costs, especially anticipating foreign investors with deep pockets coming in. Run yours on the investor calculator.

For sellers, I’m timing sales to beat the rush, list before demand surges and comps inflate.

🚀 What You Should Do Today

  1. Target product types ≤ $1M, condos, new builds or renovated units. That’s your direct lever with Carney’s GST cut.
  2. Run your numbers now, apply potential “GST savings” to your down payment, but stress-test if values bump 5 to 10%. The mortgage calculator is a good place to start.
  3. Lock in financing, rates move. You want certainty before capital floods in.
  4. Get my eyes on your shortlist, I can flag units likely to jump in value post-policy. Read how I work with buyers.
  5. If you’re a seller: list ahead of the GTM (going‑to‑market) surge, avoid letting your buyer scramble to compete. My seller page walks you through it.

Whichever way this goes, the job for a buyer stays the same. I’ve been saying for a long time that this is a great time to buy if you’re patient. Developers are shortening deposit structures and discounting units because they need to make sales. A pre-approval lasts for 120 days, so have one ready and you’ll be able to act when a good deal comes up. My two favourite places to look right now are lagging pre-sale projects that need to sell and the detached market, where I think you can find extreme value and some good appreciation over the next couple of years.
